With the proposal of innovation,coordination,green,open and sharing"five development concepts"and"four revolutions and one cooperation"of energy,it is necessary to build a clean,low-carbon,safe and efficient modern energy system,which is also considered as the key task of promoting structural reform on the supply side.
Chen Ren,member of the CPPCC National Committee and chairman of China Datang Group Corporation,believes that in order to build a clean,low-carbon,safe and efficient modern energy system,it is necessary to re-recognize the new opportunities and challenges brought about by structural changes in the power industry under the new normal conditions,and to continuously promote the optimization and transformation of power supply structure during the 13th Five-Year Plan and in the coming period.Type upgrade will gradually solve the structural problems of industry development.
In recent years,the power industry has continuously increased the intensity of structural adjustment,the power supply security capacity has been significantly improved,the power supply structure has been continuously optimized,and energy saving and emission reduction have reached a new level.It is reported that by the end of 2016,China's annual electricity consumption,per capita electricity consumption,wind power installation and other data rank the first in the world.The proportion of non-fossil energy installed increased from 27%in 2010 to 36%in 2016.The coal-fired power units with ultra-low emission and energy-saving transformation all exceed 400 million kilowatts,and the energy efficiency and environmental protection of the thermal power industry are at the advanced level in the world.
At the same time,some problems in development have gradually emerged."The risk of overcapacity of coal-fired power is becoming increasingly prominent.The development of renewable energy is facing multiple bottlenecks.The overall efficiency of power system needs to be improved.It is difficult to meet the requirements of sustainable development of renewable energy in coordination with coal-fired power,gas-fired power and nuclear power."Chen told reporters.
To this end,Chen made the following recommendations.
Suggestion 1:Coal power should make way for renewable energy consumption.China's economic development has entered a new normal,and the growth rate of electricity demand has slowed down dramatically,resulting in the imbalance between supply and demand of electricity,showing a general relaxed situation.The sustained and rapid development of renewable energy such as wind power and solar energy will inevitably occupy the market space of traditional coal-fired power.Coal-fired power should actively make way for the development of renewable energy and give priority to supporting new energy access to the Internet in policy.
Suggestion 2:Coal power should provide a"base"for the development of renewable energy.Compared with pumped storage,gas-electricity and energy storage,the flexible transformation of coal-electricity is the most economical and reliable peak-shaving power supply under the current technical conditions in China.As the main"base"unit for the development of renewable energy,it should gradually change from power supply to capacity power supply,and provide auxiliary services such as peak-shaving for the stable operation of the system,so as to ensure the availability of energy.Renewable energy is fully absorbed.
Suggestion 3:The utilization hours of coal and electricity under the new normal conditions should be reconsidered.Considering the adjustment and change of coal-fired power function orientation,we should re-examine the new connotation of coal-fired power utilization hours under the new situation,establish a re-understanding of coal-fired power utilization hours including power generation,various ancillary services,capacity supply,thermal power fixing and so on,and give full play to the capacity benefits of coal-fired power.
Suggestion 4:Grasp the rhythm of policy implementation to promote the healthy and benign development of coal and electricity.It is suggested that the rhythm and intensity of the reform of electric power system and the implementation of the overcapacity of coal and coal electrolysis should be considered as a whole so as to avoid the loss of the whole coal and electricity industry and the unsustainable development of coal and electricity;shorten the linkage period and rationally guide the fuel costs of coal and electricity enterprises which have risen sharply;and encourage coal-fired power units to participate in auxiliary services such as peak shaving and standby.High system's ability to absorb new energy makes coal-fired power really play a main supporting role in the transformation and upgrading of energy and power in China.
